The Development of the Notion “Legal Philosophy” from the 17th to the Beginning of the 19th Centuryis a translated version of a German article. The author of the original German article is Dietmar von der Pfordten, a German scholar. The translator of this article is Chao-Chin Chan. This paper describes the connotation of the terms "Philosophy of Law" and "Legal Philosophy", and traces the history of the term and the concept from the beginning in 17th to the 19th Century.

 

Exploring Local Tax Issues from Financial Rights of Local Self-Governing Organizationsis an original article. The author is Professor Wen-Chin Chen. This article is to discuss the concept of local taxation and its related requirements and restrictions in the Taiwanese context, and proposes that localities have been heavily deprived of their financial and legislative powers, the problem of unequal distribution among local governments at all levels, and the introduction of local tax and other related issues with suggestions.

 

Prison Advisory Committee System and Its Practice in Germanyis an original article. The author of the article is Professor Ying-Chieh Lu. This article introduces the German “Prison Advisory Committee” system, function and actual operation status and related empirical research results, and puts forward relevant criticisms and suggestions on the legal and practical aspects of Taiwan’s external inspection system.

 

Legitimacy of Defending Democracy Using Criminal Law: Review of Criminal Legislation of Anti-infiltration Actis an original article. The author of the article is Professor Yu-Am Hsu. This article is to analyze Anti-infiltration Act from the perspective of the legitimacy of defending democracy, to propose the paradoxical traps caused by the legislation, and to return to the starting point of the liberal democratic constitutional order, and to put forward conclusions and suggestions.
