Instructions for Reviewers of Reviews on Cheng Kung Law Review

1. The Department of Law at National Cheng Kung University (hereinafter referred to as the “Department”) particularly specifies the Instructions for Reviewers of Reviews (hereinafter referred to as the “Instructions”) for the publication of the Department’s Journal “Cheng Kung Law Review” (hereinafter referred to as the “Journal”).
2. This Journal is an academic journal to publish domestic and foreign legal academic papers, characterization and comments, draft translation, or other research discussions on legal issues. All manuscripts submitted should be published in the format of the paper annotations announced by the editorial committee of this Journal and should pass the review in accordance with the Instructions.
3. Relevant examination work for the publication of manuscripts submitted is conducted by the editorial committee of this Journal. Such committee consists of on-campus and off-campus editorial members of this School. The number of on-campus editorial members shall not exceed one third of the total number of editorial members. Among them, one or several executive editorial members shall be elected by the editorial committee; off-campus editorial members shall be composed of off-campus scholars or experts selected by the Department.
4. For the review of manuscripts submitted, the executive editorial committee requests teachers or experts in related fields to take charge of reviews, and a double-anonymous peer review is adopted. If the manuscript submitted does not conform to the nature or format of this Journal, the executive editorial member may directly submit it to the editorial committee for the decision of rejection.
5. The review results thereof should be recommended for unconditional publication, recommended for conditional publication, modified for publication, or recommended not to be published. The editorial committee shall, based on the review opinions of the reviewers and the examination opinions of the editorial committee, make decisions on publication, publication after modification, secondary review after modification, or not to be published.
6. If a contributor has any objections to the review comments, he or she may prepare comment response materials for the review comments and submit a written reconsideration review request to the editorial committee; however, the reconsideration of the same article shall be limited to one time. After receiving the application for reconsideration, the executive editorial members should send it to the editorial committee to consider whether to hand it over to others for review, as well as making a resolution; such resolution should be delivered to the contributor.
7. If the number of manuscripts submitted exceeds the space capacity of the issue, the editorial committee may decide to publish the manuscripts in the issue based upon the principles of field balancing and timeliness of paper.
8. If the author of the manuscript submitted requests an issuance of a publication certificate, the editorial committee shall not issue a publication certificate or a certificate of consent to publication until the completion of review process based on the actual progress.
9. Any editorial member shall voluntarily disqualify himself/herself in the review thereof if the editorial member is an author of the manuscript.
10. Other unresolved matters shall be dealt with by the editorial committee.
11. The Instructions hereunder shall be implemented after the approval at the Department Affairs Meeting.
