The content of this article discusses the complexity of administrative control and dispute resolution mechanisms due to the differential regulation of third-party payments and electronic payments under our laws. It introduces the case of the U.S. legal system and the intervention of the Federal Trade Commission to explore the possibility of improving administrative control measures in our country under the existing laws.
